		<description>So now we know all 19 banks are healthy, they just need more federal funding because they can&#039;t raise private capital because private investors don&#039;t believe the stress tests or the Wells,CITI,BAC reported profitability - and the taxpayers who are funding these banks aren&#039;t allowed to know the details of the stress tests. Sounds like the perfect solution for the banks.
