The root problem is confidence in the fractional reserve system in Europe now, but in the world period. The only fix is the restoration to a credible valuing of currencies and the bonds backing these currencies. Sovereigns can’t do it, because they are in the hole and digging it deeper by the day.
The answer in the end when people think it through to the end is clearly the re introduction of a gold/silver standard.

If you’re going to raise expenditures, then raise taxes. If you’re going to cut taxes, cut expendatures. If Greeks won’t oay their property taxes, don’t attach it to their electric bills, attach it to their gov’t benefits.
