Correlation is not necessarily causation. For example: the residents of our town in northern NJ has been increasing the amount of recycling vs. garbage every year for years now. This year, more than half the town waste is recycling. The amount of garbage we generate is less and less every year. This could well mean that many if not most people and businesses may be recycling more of everything. That does not necessarily explain away the drop in trash hauling, but could well be a component.

Another thing to consider, waste disposal co’s are converting trash to energy vs shipping to landfills.

I don’t if that would play that substantial a role, but worth mention.
