    After reading the Abstract, it seems that the paper is saying that profit is maximized if you restrict supply, which I thought was elementary economics. What am I missing.

    They’re looking at individual countries and isolating their decision making from the rest of the oil producing countries – how Norway could maximize its returns from its oil fields. They aren’t looking at every oil exporter joining OPEC.
