Jason Goepfort, the source of the original BB volume chart, specifically notes this is NOT a function of ADRs (as some have suggested):

"There was a jump in the
share volume in ADRs last month, but…their total
volume was 0.01% of the total. All
foreign securities made up 0.65%. The
other 99.3% of share volume was all domestic securities, and non-ADRs.
"
